the cylinder needs to be repaired - probably rusted piston inside. Removing the assembly is dangerous. Then the locking sleeve inside could move wherever it wants. That could lead to another full lock and/or grinding teeth. That would lead to the diff side carrier bearing to fail. It'll get expensive fast.
